Метою конференції є підвищення готовності громад до надзвичайних ситуацій, зокрема лісових пожеж, шляхом надання представникам органів місцевого самоврядування та ДСНС методики Аналізу вжитих заходів.
Петро Павличенко, координатор проєктів Лісової служби США в Східній Європі та Україні, підкреслив, що Лісова служба США активно працює в Україні з 2015 року, реалізуючи проєкти з протипожежного захисту та збереження лісів, і загалом має міжнародний досвід, охоплюючи понад 90 країн світу, де впроваджує передові практики, зокрема Аналізу вжитих заходів. Сервіси прогнозування надають керівникам служб з надзвичайних ситуацій інформацію для підтримки рішень, розробки довгострокових та короткострокових стратегічних планів, очікування значної пожежної активності та визначення потреб у розподілі ресурсів, а також ефективного інформування про надзвичайні ситуації державних службовців та громадськості.
Сергій Яцух, полковник служби цивільного захисту, начальник управління запобігання надзвичайним ситуаціям Головного управління Державної служби України з надзвичайних ситуацій в Хмельницькій області, підкреслив готовність до активної співпраці з місцевими громадами для зміцнення протипожежної безпеки, водночас акцентував увагу на важливості розвитку добровільного пожежного руху, зазначивши, що залучення місцевих жителів є важливим чинником у запобіганні надзвичайним ситуаціям та ефективному реагуванню на загрози.
Тетяна Тимочко, голова Всеукраїнської екологічної ліги, привітала учасників конференції та розповіла про розвиток проєкту у 5 цільових громадах. Зокрема, було представлено результати функціонування добровільних пожежних дружин та Центру екстреної комунікації ДПД. Під час заходу було презентовано мотиваційне відео «Об’єднані для захисту лісів України від пожеж».
Марія Вавер, комунікаційний менеджер проєкту, наголосила на важливості розвитку систем прогнозування лісових пожеж, оскільки такі інструменти допоможуть приймати ефективні управлінські рішення для мінімізації шкоди довкіллю та збереження біорізноманіття.
Олена Пащенко, менеджер проєкту, представила методичні рекомендації для керівників щодо аналізу вжитих заходів після надзвичайних ситуацій. Також, учасники ознайомились з листівкою «Аналіз вжитих заходів. 6 кроків».
Олена Барабанова, кандидат педагогічних наук, керівник проєкту, розповіла про просвітницьку діяльність добровільних пожежних дружин у проєкті. В рамках проєкту були створені інформаційні стенди про небезпеку лісових пожеж для кожної з пілотних громад: «Збережемо живу природу від вогню!», «Зупинимо лісові пожежі разом!», «Врятуємо ліси від пожеж!». Леонід Головач, доктор філософії, начальник АРЗ СП Головного управління Державної служби України з надзвичайних ситуацій у Полтавській області, представив позитивний досвід впровадження інтерактивної системи навчання добровільних пожежних.
На завершення тренінгу, представникам громад продемонстрували роботу пожежного-рятувального автомобіля 1 Державної пожежно-рятувальної частини міста Хмельницького та ознайомили з автопарком, який активно залучається до ліквідації надзвичайних подій.
Захід об’єднав понад 70 представників місцевих громад та представників Державної служби України з надзвичайних ситуацій (ДСНС) Хмельницької, Вінницької, Рівненської, Чернівецької, Волинської областей, сприяючи зміцненню стійкості місцевих систем управління, ефективному зменшенню ризиків та покращенню координації дій у випадку надзвичайних ситуацій, що дозволить оперативніше та результативніше реагувати на загрози.

“Supporting community resilience and emergency response for local decision-makers” (Khmelnytsky city)
On October 8, 2024, a conference/training «Supporting Community Resilience and Emergency Response for Local Decision Makers» was held at the Main Directorate of the State Emergency Service of Ukraine in Khmelnytskyi Oblast. The event was held within the framework of the project «Creation of a public forest fire protection system in Ukraine», implemented by the All-Ukrainian Environmental League with the assistance and support of the U.S. Forest Service International Programs.
The conference's purpose is to increase community preparedness for emergencies, including forest fires, by providing representatives of local governments and the SESU with the methodology of the Analysis of Measures Taken.
Petro Pavlychenko, US Forest Service Project Coordinator for Eastern Europe and Ukraine, emphasized that the US Forest Service has been actively working in Ukraine since 2015, implementing projects on fire protection and forest conservation, and has international experience covering more than 90 countries, where it implements best practices, including the Analysis of Actions Taken. Forecasting services provide emergency managers with information to support decisions, develop long-term and short-term strategic plans, anticipate significant fire activity and determine resource allocation needs, and effectively communicate emergencies to government officials and the public.
Sergiy Yatsukh, Colonel of the Civil Protection Service, Head of the Emergency Prevention Department of the Main Directorate of the State Emergency Service of Ukraine in Khmelnytsky Oblast, emphasized the readiness for active cooperation with local communities to strengthen fire safety, while also focusing on the importance of developing a voluntary firefighting movement, noting that the involvement of local residents is an important factor in preventing emergencies and responding effectively to threats.
Tetyana Tymochko, Head of the All-Ukrainian Environmental League, welcomed the conference participants and spoke about the project's development in 5 target communities. In particular, the results of the functioning of volunteer fire brigades and the Emergency Communication Center of the State Protection and Rescue Service were presented. During the event, a motivational video “United to Protect Ukraine's Forests from Fires” was presented.
Mariia Vaver, project communication manager, emphasized the importance of developing forest fire forecasting systems, as such tools will help make effective management decisions to minimize environmental damage and preserve biodiversity.
Olena Pashchenko, Project Manager, presented guidelines for After Action Analysis. The participants also got acquainted with the leaflet «After Action Analysis. 6 steps».
Olena Barabanova, PhD in Education, project manager, spoke about the educational activities of volunteer fire brigades in the project. As part of the project, information stands about the danger of forest fires were created for each of the pilot communities: «Let's save wildlife from fire!», «Let's stop forest fires together!», «Let's save forests from fires!». Leonid Golovach, PhD, Head of the ARZ of the Main Directorate of the State Emergency Service of Ukraine in Poltava region, presented the positive experience of implementing an interactive training system for volunteer firefighters.
At the end of the training, community representatives were shown the operation of a fire and rescue vehicle of the 1st State Fire and Rescue Unit of Khmelnytsky and familiarized with the fleet that is actively involved in emergency response.
The event brought together more than 70 representatives of local communities and representatives of the State Emergency Service of Ukraine (SESU) from Khmelnytsky, Vinnytsia, Rivne, Chernivtsi, and Volyn regions, helping to strengthen the resilience of local governance systems, effectively reduce risks, and improve coordination of emergency response, which will allow for a more rapid and effective response to threats.
