Захід відбувся в рамках проєкту «Створення громадської системи протипожежного захисту лісів в Україні» в рамках Міжнародної програми Лісової служби США (U.S. Forest Service International Programs)».
Тетяна Тимочко, голова Всеукраїнської екологічної ліги, яка наголосила на необхідності екологічної безпеки, як частини стійкості громад.
Петро Павличенко, координатор проєктів Лісової служби США в Східній Європі та Україні, поділився міжнародним досвідом у сфері реагування на надзвичайні ситуації.
Представник Головного управління ДСНС у Тернопільській області, розповів про регіональні виклики та важливість співпраці з громадами.
Марія Вавер, комунікаційний менеджер, описала головні принципи щодо підтримки стійкості громад та реагування на надзвичайні ситуації для осіб, які приймають рішення на місцевому рівні.
Олена Пащенко, менеджер проєкту, детально зупинилася на проблемах функціонування добровільної пожежної охорони та шляхах їхнього вирішення. Було представлено методичні рекомендації для керівників щодо аналізу вжитих заходів після надзвичайних ситуацій. Також, учасники ознайомились з листівкою «Аналіз вжитих заходів. 6 кроків».
Олена Барабанова, керівник проєкту, презентувала досвід інформаційно-просвітницької роботи серед населення для посилення протипожежної безпеки в громадах.
В рамках проєкту були створені інформаційні стенди про небезпеку лісових пожеж для кожної з пілотних громад: «Збережемо живу природу від вогню!», «Зупинимо лісові пожежі разом!», «Врятуємо ліси від пожеж!». Для поширення інформації щодо проєкту було створено сайт «Добровільна пожежна охорона України» (детальніше за посиланням: https://dpd-ukraine.space/ ).
Захід став важливою платформою для обміну знаннями, досвідом і найкращими практиками у сфері протипожежної безпеки. Учасники спільними зусиллями напрацювали рекомендації, які стануть основою для подальших дій щодо зміцнення стійкості громад. Завершальна практична частина дозволила учасникам закріпити отримані теоретичні знання та перевірити їх у реальних умовах.
Конференція об’єднала понад 80 представників місцевої влади, громадських організацій та фахівців різних рівнів, ставши стимулом для подальшої співпраці та розвитку системи протипожежної безпеки в громадах. Напрацьовані рекомендації слугуватимуть основою для підвищення готовності громад до надзвичайних ситуацій і забезпечення їхньої безпеки.

Conference/training «Supporting community resilience and emergency response for local decision-makers» (Ternopil)
On October 9, 2024, a conference/training «Supporting community resilience and emergency response for local decision makers» was held at the Main Directorate of the State Emergency Service of Ukraine in Ternopil Oblast. The event was held within the framework of the project «Creation of a public forest fire protection system in Ukraine» implemented by the All-Ukrainian Environmental League with the assistance and support of the U.S. Forest Service International Programs.
Tetyana Tymochko, Head of the All-Ukrainian Environmental League, who emphasized the need for environmental safety as part of community resilience.
Petro Pavlychenko, US Forest Service Project Coordinator for Eastern Europe and Ukraine, shared international experience in emergency response.
A representative of the Main Department of the State Emergency Service in Ternopil region spoke about regional challenges and the importance of cooperation with communities.
Mariia Vaver, communications manager, described the main principles of the community resilience and emergency response support for local decision makers.
Olena Pashchenko, project manager, elaborated on the problems of the functioning of the voluntary fire brigades and ways to solve them. Methodological recommendations for managers on analyzing the measures taken after emergencies were presented. The participants also got acquainted with the leaflet «After Action Analysis. 6 steps».
Olena Barabanova, project manager, presented the experience of public awareness activities to strengthen fire safety in communities.
As part of the project, information stands about the danger of forest fires were created for each of the pilot communities: «Let's save wildlife from fire!», «Let's stop forest fires together!», «Let's save forests from fires!». To disseminate information about the project, the Volunteer Firefighters of Ukraine website was created (for more information, see https://dpd-ukraine.space/ ).
The event became an important platform for sharing knowledge, experience, and best practices in the field of fire safety. The participants worked together to develop recommendations that will form the basis for further actions to strengthen community resilience. The final practical part allowed the participants to consolidate their theoretical knowledge and test it in real life.
The conference brought together more than 80 representatives of local authorities, NGOs and specialists at various levels, and has become an incentive for further cooperation and development of the fire safety system in communities. The recommendations developed will serve as a basis for improving community preparedness for emergencies and ensuring their safety.
